Commutation of Pension Calculator: Rules, Recovery & Restoration Time

Pension Update : One of the most controversial topics for pensioners this year has been the “15-Year vs. 12-Year” rule. While the Central Government employees can sell (commute) a part of their pension for a lump sum, the recovery period has sparked massive debate, with unions demanding a reduction to 12 years based on lower interest rates.

If you are retiring in 2026 or 2027, should you opt for Commutation? How much lump sum will you get? And when will your full pension be restored?

In this guide, we explain the Commutation Formula, provide a Calculator Table, and update you on the latest status of the “12-Year Restoration” demand.

What is Commutation of Pension?

Commutation is essentially an advance payment of your pension. You sell a portion (up to 40%) of your future monthly pension to the government in exchange for a massive tax-free lump sum today.

  • Limit: You can commute up to 40% of your Basic Pension.
  • Cost: Your monthly pension is reduced by that 40% for the next 15 years.
  • Benefit: The lump sum is 100% Tax-Free for Govt employees.

The Formula: How Much Lump Sum Will You Get?

The calculation is not just “40% x 15 years.” It uses a specific Commutation Factor based on your age.

$$\text{Lump Sum} = (\text{Commuted Amount} \times 12) \times \text{Commutation Factor}$$

Key Variables:

  1. Commuted Amount: 40% of your Basic Pension.
  2. Factor: Based on your Age on Next Birthday. For most retirees (Age 60), the Age Next Birthday is 61, and the Factor is 8.194.

Example Calculation (Retiring at 60)

  • Basic Pay: ₹80,000
  • Basic Pension (50%): ₹40,000
  • Commuted Portion (40%): ₹16,000
  • Remaining Pension: ₹24,000 + DA (on full 40k)

Lump Sum Calculation:

$$16,000 \times 12 \times 8.194 = \mathbf{₹15,73,248}$$

Result: You get ₹15.73 Lakhs in hand today. In return, ₹16,000 is deducted from your pension every month for 15 years.

The Big Debate: 15 Years vs. 12 Years Restoration

Currently, the Restoration Period is 15 Years. This means if you retire in 2025, your full pension will only be restored in 2040.

Why the controversy?

  • The Logic: Unions argue that with the current factor (8.194), the government recovers the entire principal + interest in roughly 11 to 12 years.
  • The Demand: The Staff Side (NC-JCM) has officially demanded that the restoration period be reduced to 12 years in the 8th Pay Commission Terms of Reference.
  • Status (Dec 2025): The matter is under consideration, but officially, the rule remains 15 years until a Gazette Notification changes it.

Is Commutation Profitable? (The Math)

Should you take it?

  • Yes: If you have a big expense (Marriage, House) or if you can invest the lump sum to get returns higher than 8%.
  • No: If you want a higher monthly cash flow. Remember, Dearness Relief (DR) is calculated on the Full Pension (₹40k), not the reduced one (₹24k), which is a huge hidden benefit.

Conclusion

Commutation is the cheapest loan you will ever get—because you are essentially borrowing from your own future. For a standard retiree, a ₹15-20 Lakh tax-free cheque is hard to refuse. Just remember: that “reduced pension” feeling lasts for 15 long years.
